Union Minister of Civil Aviation Reviews Measures to Simplify and Automate NOC Process; Directs Time-Bound Action Within 15 Days

Union Minister of Civil Aviation Shri Kinjarapu Rammohan Naidu held a meeting with senior officers of the Ministry of Civil Aviation and the Airports Authority of India (AAI) to review measures for promoting Ease of Doing Business in the civil aviation sector, with particular emphasis on simplifying and streamlining the process for issuance of No Objection Certificates (NOCs).

Objective:
Simplify and streamline the issuance of No Objection Certificates (NOCs) in civil aviation.

Minister’s Direction:
Shri Kinjarapu Rammohan Naidu emphasized making the process hassle-free, transparent, automated, and time-bound, with minimal manual intervention.

Building Height Info:
Proposal to provide permissible building height upfront in cities like Delhi, Mumbai, and Hyderabad, so developers can plan projects without delays.

Aeronautical Studies:
Focus on reducing physical site verification at the initial stage and rationalizing documentation requirements.

NOCAS Coverage:
Currently covers 20 km for VFR and 56 km for IFR operations. The feasibility of issuing NOCs at the Urban Local Body (ULB) level was discussed to decentralize approvals.

Implementation Timeline:
Officers directed to work out modalities and implement reforms within 15 days.

Overall Goal:
Faster, predictable, and transparent clearances that support infrastructure development, investment, employment, and GDP growth — while maintaining aviation safety.

This initiative could significantly reduce bottlenecks for builders and industries, especially in fast-growing metro areas.
