NHAI has introduced a uniform independent design-checking system to improve the safety, durability, and quality of National Highway projects.
Designs will be reviewed by empanelled IITs, government technical institutions, and expert engineering firms.
Structures Covered
- Major bridges and viaducts.
- Major river bridges with a design discharge of 3,000 m³/s or more.
- Bridges with an effective span of 40 metres or more.
- Other special and complex structures identified by NHAI.
Scope of Review
- Structural design calculations and analysis.
- Design drawings.
- Hydrological and hydraulic studies, where applicable.
- Assessment of water flow, flood levels, foundation safety, and river-bed erosion risks.
Implementation Process
- Contractor/concessionaire submits designs for review.
- NHAI proposes three empanelled institutions/firms.
- Selected institution(s) independently verify the designs and provide recommendations.
- Necessary design modifications are made before NHAI approval.
Applicability
- Effective from 1 December 2026.
- Applicable to all new EPC, HAM, and BOT National Highway projects.
- Covers projects where design verification has not yet started.
- Existing projects may undergo additional checks for major or critical structures if required.
Expected Benefits
- Early identification of design-related issues.
- Better compliance with IRC codes and technical standards.
- Stronger quality assurance framework.
- Safer, more resilient, and reliable National Highway infrastructure.
